The Making Good Progress pilot was launched in 2007 by the government to improve the progress in schools during Key Stage 2 and 3. One of the measures to raise rates of progression is through the one-to-one tuition plan, which is set to be rolled out during the spring and summer terms of 2009.

Tuition will be offered to pupils who meet the eligible criteria set out in the pilot. Up to ten hours of one-to-one tuition in English and/ or Mathematics will be offered to up to ten per cent of the participating Key Stage 2 and 3 cohort across pilot local authorities. Eligible pupils will be those who entered the Key Stage 2 or 3 behind national expectations in English and/or Mathematics, or those who appear to be ‘stuck’ or ‘slowing down’ during the latter years of the key stage. One-to-one tuition is appropriate for pupils who have been taught a skill in the classroom and subsequent efforts have failed to secure it. The tuition will address personal and internalised processes and equip the learner with appropriate learning strategies.
Tuition should only be carried out by a qualified tutor who is: • Someone with qualified teacher status • An overseas qualified teacher eligible to teach in schools in England • NQTs in the summer before they attain QTS • Those with teaching and subject specific qualifications from the HE or FE sectors The Local Education Authority may employ tutors themselves or delegate recruitment directly to schools.
